ABOUT TIME -Kenneth JOHNSON, Cleveland City Council member, arrested. Newly unsealed fifteen count indictment

federal grand jury handed down a fifteen-count indictment charging JOHNSON with violations related to federal program theft. Two additional defendants were also charged in the indictment.

This is a longtime coming and frankly it is disappointing that Council Member Johnson and his aides and his son would violate the public’s trust. See DOJ-OPA and I’m not as partisan as most falsely assume. I don’t care if you’re a Democrat, Republican or Independent or affiliated with the “flying spaghetti monster” - if you are corrupt politician - I’m an equal opportunity critic. Plus I’m not a fan of frauds, grifters or thieves.

And what a pity, that I can’t simply retweet the previous threads where I told my followers in 2018, 2019 and as recent as Jan 2021 to BOLO for indictments. And here we are, albeit a little later than I expected but nonetheless;

indictment charges JOHNSON with;

• two counts of conspiracy to commit federal program theft;

• six counts of federal program theft; five counts of aiding and assisting in the preparation of false tax returns;

• one count of tampering with a witness, and

• one count of falsification of records in a federal investigation.

Johnson is accused of stealing more than $127,000 from the city of Cleveland and purloining federal funds, which Johnson later diverted to his son. Johnson's longtime assistant, Garnell Jamison, and John Hopkins, the executive director of Buckeye Shaker Square Development Corp., were charged in the indictment. Johnson et al improperly diverted tens of thousands of federal dollars via various charities and other parties.

For Example - the indictment aggregated the funds -as further elucidated in the indictment;

From January 2010 through October of 2018, defendants JOHNSON, JAMISON, Fitzpatrick; conspired together to steal funds from a federal program. The goal was to unjustly enrich themselves. JOHNSON et al, conspired to induce the city of Cleveland to issue reimbursement checks based on fraudulent invoices for maintenance expenses that were never performed.

At Johnson’s direction, defendant JAMISON delivered timesheets to Fitzpatrick. These fraudulent timesheets purported to reflect the hours and maintenance services he performed in Ward 4. Fitzpatrick submitted, though he was aware that these services were never performed, beyond the initial six weeks.

Furthermore Defendant Kenneth Johnson abused the trust and authority of his office to not only execute the conspiracy to purloin funds from both the City and Federal Government.

“JOHNSON for his approval and JOHNSON included them with his “Council Member Expense Reports,” which were submitted to the city in order for reimbursement as eligible council-related expenses…”

Brazenly Defendant Kenneth Johnson -used a real estate development project and access to the HUD backed “community block grants”;

“…dispersed to The Buckeye Shaker Square Development Corporation (BSSDC) via community block grants. The indictment states that, from September of 2013 through June of 2019, JOHNSON, HOPKINS and three other unnamed persons (known to the Grand Jury but not charged) conspired together to commit federal program theft…”

The indictment states that the defendants and their co-conspirators -over a protracted period of time, used “fraudulent documents” such as timesheets and invoices… submitted these documents for reimbursement. But there’s a fun fact nugget buried in paragraph 39:

“….causing BSSDC to issue checks to the three unnamed persons to which they were not entitled. JOHNSON was either directly related or the court-appointed guardian for the three unnamed persons”
