Treaty signed at Washington February 20, 2015, with forms; Transmitted by the President of the United States of America to the Senate March 17, 2016 (Treaty Doc. 114-11, 114th Congress, 2d Session);
Reported favorably by the Senate Committee on Foreign Relations June 23, 2016 (Senate Executive Report No. 114-13, 114th Congress, 2d Session);
Advice and consent to ratification by the Senate September 15, 2016;
Ratified by the President November 14, 2016;
Instruments of ratification exchanged at Washington December 6, 2016;
January 3, 2018, the Republic of Kazakhstan deposited the instrument of accession to the Convention on Extradition of 1933 at the OAS headquarters, in Washington, D.C. United States. The instrument contains some declarations. At the occasion the Government of Kazakhstan reported on the designation of the "Prosecutor General’s Office, Department for International Cooperation" as the central authority for the purpose of the Convention on Extradition.
Extradition occurred November 2020
He was extradited from Kazakhstan to the USA in November 2020 - See DOJ-OPA dated November 16, 2020 -he made his first appearance -
William D. Hyslop, United States Attorney for the Eastern District of Washington, announced that Trent Drexel Howard, 49, of West Richland, Washington, made his initial appearance today in federal court following his extradition from Kazakhstan.
According to the Department of Justice’s Office of International Affairs, Howard’s removal from Kazakhstan is the first extradition from that country by the United States.
On June 18, 2019, a federal grand jury in Eastern Washington returned a four-count indictment charging Howard with distribution, receipt, attempted production, and possession of child pornography. Thereafter an arrest warrant was for Defendant Howard.
On January 7, 2020, the grand jury returned a 15-count superseding indictment, adding additional charges of production and attempted production of child pornography involving 12 minor victims.
This is basic and I mean utterly basic research because this tweet is wholly inaccurate and misleading. Had that Twitter user done the most basic search on Google or PACER they would have known the extradition occurred in November 2020 NOT September 2021
March 2008 and continuing through April 2016, Howard knowingly attempted to use fourteen different children to take part in sexually explicit conduct for the purpose of producing visual depictions of such conduct.
For years, Howard used cameras hidden in bathrooms and bedrooms of his residence, within the Eastern District of Washington, to capture video footage of the minor victims in nude and semi-nude states. Federal agents discovered the video footage after execution of a search warrant authorizing the search of evidence of child pornography at Howard’s residence.
Agents seized over 100 electronic devices.
The investigation began, however, when Howard distributed over 168 suspected child pornography files to an undercover agent over a publicly accessible, Internet based, file-sharing network. Forensic review of the seized devices led to the discovery of the hidden camera footage and later identification of at least fourteen minor victims.

So yes on November 18, 2020 it was a big deal -not September 27, 2021 because that’s when the Defendant changed his plea and entered into a plea agreement 2
Because the crimes Defendant Trent Drexel Howard has now pleaded guilty to are heinous— like actual sex crimes against at least 14 children.
