On July 1, 2021 the State Department, as required by law, published a a list pursuant to Section 353 List of Corrupt and Undemocratic Actors for Guatemala, Honduras, and El Salvador and transmitted the list to Congress. Pursuant to Section 353(b) 3 which further defines and enumerated in the July 1, 2021 Report to Congress; identifies the following persons in El Salvador, Guatemala, and Honduras
…foreign persons determined to have knowingly engaged in actions that undermine democratic processes or institutions;
…foreign persons determined to have knowingly engaged in significant corruption; and
…foreign persons determined to have knowingly engaged in obstruction of investigations into such acts of corruption, including the following:
corruption related to government contracts;
bribery and extortion;
the facilitation or transfer of the proceeds of corruption, including through money laundering; and acts of violence, harassment, or intimidation directed at governmental and nongovernmental corruption investigators.

The report includes individuals for whom the Department is aware of credible information or allegations of the conduct at issue, from media reporting and other sources. The Department will continue to review the individuals listed in the report and consider all available tools to deter and disrupt corrupt, undemocratic activity in El Salvador, Guatemala, and Honduras.

Jose Porfirio “Pepe” Lobo Sosa, former president of Honduras, engaged in significant corruption while president when he accepted bribes from the narcotrafficking organization Los Cachiros in exchange for political favors.
Rosa Elena Bonilla de Lobo, former first lady, engaged in significant corruption through fraud and misappropriation of public funds.
July 20, 2021 PRESS STATEMENT by ANTONY J. BLINKEN, SECRETARY OF STATE - which reads in part:
The United States is designating former Honduran President Porfirio “Pepe” Lobo Sosa (Lobo) and former First Lady Rosa Elena Bonilla Avila (Rosa Lobo) due to their involvement in significant corruption. While in office, President Lobo accepted bribes from the narco-trafficking organization Los Cachiros in exchange for political favors. As First Lady, Rosa Lobo engaged in significant corruption through fraud and misappropriation of public funds for her personal benefit. While their corrupt acts undermined the stability of Honduras’ democratic institutions, former President Lobo has not yet been convicted and Rosa Lobo has been released from prison awaiting a retrial.

These designations are made under Section 7031(c) of the Department of State, Foreign Operations, and Related Programs Appropriations Act, 2021. Under this authority, designated officials of foreign governments involved in significant corruption and their immediate family members are ineligible for entry into the United States. I am also announcing the designation of the following members of the Lobos’ immediate family: their son, Fabio Porfirio Lobo; their daughter, Ambar Naydee Lobo Bonilla; and the Lobos’ minor child.

On March 29, 2021 JUAN MANUEL AVILA MEZA 6, a former member of the Honduran National Police, was sentenced to 12 years in prison for conspiring to import cocaine into the United States. AVILA MEZA previously pled guilty
On March 30, 2021 ANTONIO HERNÁNDEZ ALVARADO, a/k/a “Tony Hernández“ - was sentenced to life in prison (he’s “Pepe” Lobo Sosa’s brother) -like I’d make an assertion that I couldn’t immediately backup with a 2018 Federal Indictment (one of the meetings it was recorded both video and audio)

United States-Northern Triangle Enhanced Engagement Act - …authorizes foreign assistance to El Salvador, Guatemala, and Honduras (the Northern Triangle), and requires the Department of State to devise strategies to address economic development, corruption, and other issues in those countries…A portion of the assistance authorized for the Northern Triangle shall be conditioned upon the receiving country taking various actions, including (1) informing its citizens of the dangers of the journey to the United States, (2) fighting human and drug trafficking, and (3) combatting corruption.
