DeJoy wants to lower delivery standards and increase cost because his end goal has never changed—> He Wants our USPS to no longer exist. He & his cronies can chop it up and sell off the assets.
Before we jump into the most draconian and archaic plan I’ve read in the past 2 decades, it might be helpful to reread this previous article

It’s about C.F.R.s, specifically 39 U.S.C. §202(e)(3) which addresses both the appointment and removal of the postmaster general...this-requires an “absolute majority of the Governors currently in office”
(c) The Governors shall appoint and shall have the power to remove the Postmaster General, who shall be a voting member of the Board. His pay and term of service shall be fixed by the Governors.

DeJoy and USPSBoG’s 10 year plan…
My children have written a far more robust and detailed business plan for their proposed social media channel. I mean one of my children did actually performed a cost analysis based on the average wattage use, cellular data usage, productive output, and how they could monetize their science experiments for their proposed to offset cost incurred for their electronics.
First off; the fact DeJoy(less) didn’t used an 8 x 11 format for their Plan-at-a-Glance PDF is just beyond. One has to wonder, exactly what kind of ineptitude does it require to have such a janky format? Even with the color scheme, coupled with the aggressive use of all caps, this only adds to the odious and maladroit fashion of this pdf.
Does DeJoy think his copious public statements wouldn’t comeback to haunt him?In the recent months he stated “[USPS] has one of the worst last-mile infrastructures” that’s what he used as an excuse after a District Court Judge ordered him to stop implementing the nonsensical changes he made just prior to Q4 of 2020.

The subtext in the following disclosure is with DeJoy at the helm the goal is to drastically lower the (arguably already shitty) service standards for First-Class Mail and Periodical Service while simultaneously raising rates across the board.
Postal Service will hold a Pre-filing Conference on April 6, 2021 from 1 p.m. to 3 p.m. EDT, regarding its proposed First-Class Mail and Periodicals Service Standard Changes, 2021. If the Postal Service determines to move forward with a proposal to change service standards, it will do so in an active, docketed case before the Postal Regulatory Commission.

How can this “long awaited” 10 year plan have so many words but as a whole the reports actually says nothing, at all. No really what does this purported goal even mean?
“A bold approach to growth, innovation and continued relevance - $24 billion of new revenue…”
Has DeJoy EVER proffered a reasonable or fact based answer why in Q4 2020 thousands of our Veterans, Elderly and other Americans experienced an unconscionable weeks long delay in the USPS delivering their medications?
Even in the Opening Letter - DeJoy and the USPSBoD lied and then blame shifted and lied again. Let’s be candid, Louis DeJoy’s objective is to kill our United States Postal Service, then cut it up into little pieces and ultimately privatize it. There, I said it and the world didn’t end.
Let’s play a game - what’s missing in the following paragraph?

Not a single mention about the American people who are the customers of the USPS - to be fair the 630K+ public servants of the USPS are decent and thoughtful public servants. DeJoy and the current USPSBoG? Nope.
You’ve failed your basic mission with DeJoy at the helm:
“Our basic mission is to provide prompt, reliable, and efficient mail and package shipping services to all Americans—regardless of where they live— and at affordable rates…”
If we are all in agreement that the USPS Mail delivery is down and that sustainability is largely in the “package” delivery - this makes DeJoy’s relentless targeting of Amazon slightly problematic. Because common sense would dictate a stronger public/private partnership with companies like Amazon who already madd heavy investment in their logistics to meet the ever grown customer package demand. Yet the USPSBoG 10 year plan is largely silent on actual ROI of investing tens of billions into their logistics infrastructure.

What is telling is less than 3 pages discussing the deployment and questionable recent contract award of NGDV, as further discussed here. DeJoy and the USPSBoG were taken to task about the dubious Oshkosh award which is still shrouded in secrecy and nothing in the (long awaited) USPS 10 Year plan actually addresses the every growing concern and lack of useful information - it is stunning and completely unacceptable.

Lower Delivery Standards - he’s already making a move regarding first class Mail. Shorten work hours, extend delivery time. Replace people with robots. DeJoy’s abysmal Labor Track Record:

Should you be inclined just take a look at the various NLRB cases involving the USPS - you’ll note the highest concentration of cases concerning unlawful labor practices had a precipitous uptick under DeJoy’s leadership. DeJoy got rich by killing jobs and undervalued people by replacing them with automation. That’s not an opinion those are the facts of his shitty business history.
